fuel pressure?

with engine off key on what should fuel pressure be? is it the same while cranking and running?

all my truck is doing is cranking and stumbling but not starting

What year truck? If it is the 95. It is a mechanical pump. I would think you would see about 15-20 psi cranking. Running it should be 36-45.
