fuel leak!! Will it cause this?

As my truck sits i assume the fuel bowl drains because i opened it and it was next to empty. The truck does start up but it is extremely sluggish for a long period of time even after it is at normal running temp. Does anyone have an idea of what this mite do and how long it takes to fill that fuel Bowl up especially while driving and could air also be getting into the fuel and cause it to run ****ty.

the fuel bowl should always be full of fuel at all times
