95, Won't Start Consistantly

So recently my truck has been fighting me when i tried to start it. it started getting harder and harder to start about a month ago until finally it just wouldnt start at all. i thought the glow plugs had stopped working but now it is warm out and it still doesnt start.

The wierd thing is, if i try and start it, it turns over forever, making all sorts of white/gray smoke from the exhaust and also behind the turbo, and i can keep turning it over until the batteries are dead. but after trying to start it without success, if i walk away for 2 minutes, come back it starts right up??? also it runs perfectly fine once it does start.

there is also a little smoke coming out of the dipstick tube, i dont know if this means anything.

I'm no expert on diesels, so this really does not make a lot of sense to me, any help you guys can give me is greatly appreciated.
