Please help with cold start!!!

i have a 1995 fsuperduty with the 7.3 int in it and on really cold heck even cold days it wont start unless i shoot it with starting fluid. i plug up the block heater and i let the glow plugs warm up a few times and it still wont without starting fluid what could be causing this?

Sounding like your GPR & GPs are toast. How does it run after you get it started? Does it run rough or stall @ all?
