6.0 Powerstroke, 2003. Crank but no start.

I know, another 6.0 crank but no start. I have read through the other posts on the forum and have googled my way to confusion. I have a scanner and recorded some data.

A few notes:
- I have fuel.
- Fresh batteries
- Fuel pressure at high pressure rail is good. I just replaced the return pressure regulator spring with the "blue" one.
- Plenty of oil.
- Fuel filter fills up when I crank.
- Seems like the low pressure oil is good - hard to tell.
- Fuses are all good.

My scan data during a crank. Engine sounds like it is trying hard:

Battery Positive: 10.94 - 11.50 Volts
FICM Information for Sync: 1
FICM Logic Power: 11.0 Volts
FICM Main Power: 40.0 Volts
FICM Vehicle Power: 11.0 Volts
Injector Control Pressure Actual (PSI): 1798 PSI
Injector Control Pressure - Desired (PSI): 1764 PSI
Injector Control Pressure - Volts: 2.22 Volts
Injector Control Pressure Regulator %: 50%
Injector Timing Deg BTDC [-512 - 512]: 6.28
Pressure Control Failure Mode: 0
Water in Fuel: 0

I live up in the woods and towing this thing to the dealer + repairs will be really expensive. The wife is getting a little tired of being a one-car family though so I need to get it running.

Any ideas???

When you say engine is trying hard what do you mean? Like almost starting or the starter dragging?

2 thing that don't seem right

Injector Control Pressure Actual (PSI): 1798 PSI
Injector Control Pressure - Desired (PSI): 1764 PSI
that seems real high for no start motor should fire at 700 psi

FICM Main Power: 40.0 Volts
that might indicate a bad FICM = no start

FICM needs MINIMUM 48V to fire off... Id start there... Check Batteries for a dead cell... (Alot cheaper to buy batteries than a new FICM)
