Truck won't start

power stroke deisel we thought the fuel was froze, we removed fuel filter and replaced with new one. there is no fuel coming into fuel filter houseing when the key is in on postion. the truck has been inside for four hours and is still the same meaning there is still no fuel. Now if I put fuel in filter housing the truck is rolling over fast it sometimes trys to start but the fuel I put in is still there. My question is why is the fuel in the filter housing not starting the truck, and burning that amount. if the sending unit in the tank has quit it should have started on the fuel I put in filter housing. What is the next step

check for smoke coming out of the tailpipe that will tell you if you getting fuel or not. If you empty the fuel bowl and crank does it fill up?
