Angry loss of power?

I have recently brought my F350 2008 diesel to the dealer (2nd time in 3 years) due to loss of power both times telling me it was the HPFP located under tha cab and it would be a costly fix as it was in warranty the 1St cab removal (wasn't the problem, a colasped fuel filter but their code readHPFP)
Now they tell me Ford sent out bullentins that trucks made between Kuly 17th and August 20th they ran electrical wires through the HPFP CAP and had no cable wrap/protection and was shorting out against cab of body and this has been going on off and on since the first now power was lost totally and in all places BOSTON RUSH HOUR TRAFFIC!!!
Ford saysit has a fix a new wire harness with abrasion protection but in no way will pick up the cost or part of it?
HAS ANYONE RAN INTO THIS AND GOTTEN RELIEF FROM FORD? IF NOT LETS GET TOGETHER AND FILE SUIT AS THIS PUT ME AND ALL THE OTHER PEOPLE DRIVING IN HARMS WAY!!!
TOTTALLY FRUSTRATED AND IS IT A CAB OFF FIX? I HOPE THEY DON'T COME BACK AND TELL ME DIFFERENT!
COST TO FIX OVER $2, 200.00!!!!!!!!
ANYONE WITH IDEAS PLEASE HELP!!!
