Exclamation No codes, slight power loss

I have recently bought my truck. After having a PSD in the past I did the basics after noticing the issue. No codes, power surge at idle, slight shake/ shimmy when idle surge occurs. I have changed out the CPS, ICP, UVCH on passenger side, checked driver side as well,fuel filter, glow plugs and completed an oil change both motor and HPOP. Issue is still there can't seem to figure out what is . I haven't been able to find anyone around me who has a decent scanner to do a buzz/contribution test and with a new baby can't afford the scanner. Any ideas would be fantastic, also if you live in Ohio(dayton, Springfield or near there and able to assist please let me know. This is my daily driver and travel constantly for the military in my truck.
