Help!! Code Reader Doesn't work

My truck stall on me twice today. It started right back up but I want to know what the problem is. It threw a code but when I plug my Obd2 scanner in it won't even turn on. I am new to diesels. Do the cheaper Obd2 scanners not work on diesels? Does my chip have to be unpluged to read codes?

For reference my truck is a 2002 F250 7.3 Automatic with a DP-Tuner F-5 Chip.

Yes the cheaper readers do not always work on the PSD but it should turn on, on my truck the fuse that powers the cigarette lighter also powers the OBDII port.

I had the same problem when mine died... but it was found I had a bad fuse panel under the hood and it could not get good enough of a connection
