02 7.3 Cranks no start

Last night I stopped by my friends place, the truck was sitting for a few hours and when I went to start my truck, it would just crank and not start. I tried again this morning and it started cranking with nothing happening then slowly started to "build up" until it started. It seemed like the oil pressure to the injectors built up to the point where then it would start.

So I drove it to my shop shut it off and after about an hour I went to start it again and crank no start. I unplugged the icp sensor and still no start. Plugged sensor back in and scanned the truck with AE.

I got a P1212 and P1280 and here is the scan data while cranking:

I dont know if this is related or not but for a while now when you first start the truck when it is cold it has the "romps" or surging at idle until you hit the throttle to smooth it out. Sometimes it is so bad that it will die unless you hold the throttle up until it can catch itself. None of my other 7.3s do this.

The truck has new injectors from P.I.S. about a month ago.
The ICP sensor was replaced about 2 months ago.

I think I found the problem, had a broken o ring on the #2 injector.

I was watching the icp pressure while cranking and if i cranked it long enough (20-30 sec) sometimes it would build enough pressure to start (500psi).
