Loss of power, black smoke, and hissing noise

96 F250. When trying to remain at a constant speed I get a sudden but brief loss of power, maybe a couple of seconds, it will go away as soon as I adjust the accelerator pedal. At the same time I do that I will get a burst of black smoke out of the tailpipe and a hissing noise. It seems more prominent in cold weather than in the summer time. I am not for certain but it also seems as though I am getting worse fuel mileage. Any ideas?

Try disconnecting the Exhaust Backpressure Valve.

BP valve.

When all I could see was "loss of power, black smoke" I thought it was a ic boot blown off...

Update

Thanks a bunch guys. I disconnected the wire going to the BP and no more issues. For the time being. What makes that push out black smoke when I get that loss of power?
Once again thanks to everyone's help. This forum has probably saved me a couple thousand dollars so far and I am a new guy.
