So your bowl is totally empty and the pump isn't getting fuel in there at all?

even though thats a new pump, it may have gone bad , things that cme to mind are , bad pump, stopped up in tank, sucking air from the feed line somewhere and losing prime , is it even trying to fill at all

the fact that there is fuel in the tank but not getting to the bowl is very possible the pump is bad , the fact that the glow plug light isnt coming on is a totally dfferent problem, that sounds like fuel heater has shorted out and blown a fuse , check the fuses , see if you find a problem, fix that first , then prime the filter housing and just see what happens
