'97 7.3 still won't start

My 7.3 died and won't restart. It's getting fuel to filter, fuses are all good, batteries are up, oil is full(both engine and HPOP)The wait to start light does not come on and the tach moves only slightly when cranking the engine. Is this a cps problem or should I be looking at something else?Cannot afford to have it towed again and no way to check codes.Any help is appreciated.

Did you check the fuses in the engine compartment? Fuse 22 is the fuel heater element fuse. See if its blown.

All fuses are good.Checked visually and with a continuity tester.

Went and put new cps in today.Still wouldn't start.Checked the fuel at the filter and there was nothing there.Should I just put another pump on or could there be another reason for only getting fuel sometimes. This truck only has the mechanical pump on top of the motor and no electric pump.

Not sure if it is the same for a 97 as a 01 but when my 01 died and wouldn't restart and the wait to start light wouldn't come on when you turn the key on. Marc told me to unplug the fuel heater on the filter bowl and find the fuse for the PCM and make sure it is good. When I determined that I was getting power to the PCM I replaced the PCM and it fired right up. But remember my truck is 2001 7.3L not sure if everything is the same or not. But the check engine light not coming on is a sign that you have no power to the PCM or it is bad? Mine cost about $375 so you don't want to replace it till your sure you got power to it.

Even with the PCM bad wouldn't I still get fuel with only a mechanical fuel pump?
