Exclamation 1996 7.3 turbo wont start without ether

I have had an issue with the truck not starting and its not just a cold weather issue it can be 29 degrees out or 50 degrees out same problem. The truck will crank over fine the glow plug light comes on I can hear the solenoid click right after I turn the key on and the wait to start light stays on about 7-12 seconds depending on the temp outside then when I crank I will get ALLOT of smoke white/greyish out the exhaust but it won't fire. I then ten the key off cycle the glow plugs 2 times and try again same result. Now if I wait for the wait to start light to go out and spray a quick short shot of starting fluid in the air filter then try it will fire up with in a second and idle fine but until it warms up and on occasion even after if you try to rev it above 1200rpms it starts to stumble before it finally catches and revs up to however much you are telling it to. No engine light or WIF light comes on when running. Any ideas whats going on ????????

I'm no expert, but I would test your lift pump.

Doubt it's the lift pump, smoke says youre getting fuel.

How many km's? Is there a possibility of low compression? I am not sure but the cam sensor tells the injectors when to fire, not sure if it can fail in a "wrong timing" kind of issue.
