Vanes still sticking after cleaning

OK....I have four days before I have to head to Moab for EJS...and when I was running a load of garbage to the dump I noticed the exhaust tone change while truck was idling....

Called a buddy of mine, he told me that the vanes were probably stuck....I pulled the turbo tore it down. Cleaned everything up and a light coating of antisieze....it moved freely by hand before I re-assembled the two halves of the turbo.

I took it for a drive and I "think" it worked for a second...but then it was the same...

So do I buy the vvt solenoid, or an exhaust pressure sensor?

I was planning a Powermax upgrade "sometime" but just not this week.
