02 7.3 wont fire

I just replaced the oil cooler on my 2002 with a 7.3 and now it wont fire, it cranks but it sounds like its not getting any fuel. I have a full HPOP reservoir and pressure into the fuel bowl. I replaced the CMP and still havent gotten any fuel to get the motor to fire. I am at a loss for any other ideas.

what codes are you throwing?
what are you seeing for icp?

Hasn't thrown any codes, batteries had been removed.

In a 2002 will it show on a scan tool if the engine is making RPM while cranking over without starting? I dont have the best scan tool and cant afford to pick up an AE scan tool right now, but I'm trying to figure out what i can
