Brain teaser 007.3 wts light issues

Ok so truck wouldn't cold start but if pluged in it did. Replaced Realy fix that now if I start it cold wts light doesn't come.

On so I wait about 8 secs and do it again and it fires right up blows white like a mother. But if I plug it in and start it it works and if its warm it works. Note it was -5 here last night so idk any ideas only thing truck has is a ts chip and only a 99k on her

check to see that the GP relay is being commanded on w/KOEO. if it isn't, check resistance of the eot sensor. see if it falls within spec
does the WTS light even come on for a second during KOEO self test?
