no exhaust back pressure sensor reading no boost no power

2004 just bought with bad engine. installed used engine with 59k on it. replaced oil cooler, egr cooler with bullet proof diesel, blue spring fuel pressure reg update done. engine runs great and sounds great. took it for first drive and no power. boost gauge reads 0 very sluggish with no smoke. checked other pids to find map at 13, baro at 13.6 ebps at ... (no reading on my edge cts) replaced sensor with old motor sensor, cleaned and verified tube clean with no change. checked pigtail connector at ebps had good ground on a gry/red wire, 5vdc on b bn/wht wire and had .87 vdc on blk/lt blu reference wire. since i have .5 ohms to ground on a terminal that is good from computer, 5vdc on b proves that wire good to ground. i ohmed my reference wire from pigtail sensor connector to the pcm connector and had .5ohms confirming the wire is good from the sensor to the computer. any suggestions is it a bad pcm?? do i have to buy one from the dealer or can i find a used one and have my dealer flash it once installed??? any help is greatly appreciated!!

update: issue solved. found out my truck is an early 04 and has been reflashed to use inferred ebp that is why i had no reading on my cts. disassembled turbo to find unison ring bound up not moving the vanes. cleaned and polished everything up and now I have boost and all operation is normal now.
