Turbo gave out i think

i think its time for a new turbo...or maybe the way this trucks been treatin me although i hate to say it maybe its time for a dodge with the ctd...i was stopped at a red light today and when it turned green i pushed the throttle and all you hear is a loud bang with lots of rattling...started dumping out white smoke, wouldnt build any boost and it wouldnt go over 20 mph...am i right about the turbo bearing spun out or could it be something else?
