f550 no start

help urgently needed, I have a 07 f550 no start, HPP was changed, shows 1500 psi desired when cranking, FICM was showing weird, 12volts main power, vehicle and logic power showing 3 volts, Ford dealer replaced FICM and reprogrammed, still same issue, also found that radio is staying on with key off and removed, vehicle voltage shows at 10223 volts. when you test FICM with multi meter on the pin under cover it shows 48 volts???
I have already paid Ford more than I should have and still haven't gained, looking to get this running any help is appreciated
