p2263 6.4 overboosting no power, ebp changed,

im in need of help i have a 2008 6.4 dual turbo, egr delete, dpf delete with a mini maxx, once it started too get cold out it started acting up, ive me getting crazy boost up in the 40s and ill only be doing about 60km/h at 1500rpm, i changed the ebp sensor already and cleaned the tube, im not sure whats going on, its like all my boost is spilling out..and if thats not happening then my turbos cut out all together too 0- 4 psi of boost....help!!! thanks
