What are these symptoms?

I hope this works. I was towed home last night because the truck finally quit on me. I kept getting the 1221 code and then it ran fine for a while. It would cut out while I was driving and then I would turn it off and back on and it would run fine. Did this for a month and yesterday it just stopped turning back on. I recorded this video of the truck starting so you could see what it's doing. What do you think? It will do this over and over.

I could be wrong but p1221 points to a throttling problem. Can't pull up the video(Internet speed fail on iPad on my end) can you try it with out the programmer installed? Also check this out What is an ICP? I know it says 99-03 but there is a link that points back to obs trucks.

Actually, I think it was a 1211, and but still and Icp issue. I replaced the Icp 18 months ago and the connection looks good. I disconnected it but I didn't drive it around like that. I might need to try driving it with the Icp loose
