95 PSD died while driving, wont start

Hey guys well I have A 911 I need some help in.... I was driving home just now and my truck had a jump in Rpms while losing power until I came to a stop and then died, and now it won't start. It cranks but has no sign of life. No CEL, just fuel filter and engine temp light come on. Engine temps are fine, fuel filter was changed about 2 weeks ago. Heading back into town to get some diesel to throw in the fuel bowl, I tried cranking with it out but it isn't filling up. Also looked like there was a little diesel below the bowl and turbo in the tray area but not too sure...it's dark out. 1995 turbo diesel.

Was running like a top then just started to lose power and gain Rpms...kinda seemed like a vacuum line or maybe my intake had came off at first but everything looks in tact...thanks for the help, anymore info needed lets know!
