99 f350 cold start issues

Im working on my dads f350 7.3 and he is complaining about it not starting well. He says it will start when its cold andand had to cycle the glow plugs up to three times to get it running when its warm, but when its around 25 35 degrees out it dosent start. I started it up the other day to bring it into the shop and had to cycle the glow plugs three times to get it started. And noticed a lot of white/blue smoke coming out like an old worn out diesel engine. At. Only 150K mi I wouldn't think the compression would be low. Any advice would be good thanks

All it takes is 1 bad glow plug to ruin your day....Ohm them out.
