NEED HELP!!!

heres my list of problems, i have an 04 f-250, recently bought it because it was a good deal. I have to plug the truck in so it starts a little better in the mornings, still rough idel and no power when cold. after it warms up it still has no power and the trans shifts real hard and only at high rpms, if i let off the gas it will shift fine. I have the code p0401 and i have pulled the egr valve and cleaned it and it didnt have alot of build up on it and it was dry so i dont think its the egr cooler. i have also tested the ficm and it reads fine, i dont remember the numbers but i know it was good. the sad thing is, is that i am a mechanic for the navy seabees and i cant figure this think out.. and also if i floor it it doesnt do anything no black smoke, white smoke, nothing, it just revs up to about 2 grand and stays there. any thoughts would be really helpful!
