No Voltage at Fuel Pump

2000 psd. I lost power coming up my road. Barely made it home and truck idling rough, feels like only a few cyl.Tried wiggling Inj connectors at valve covers and noticed wire insulation completely rotted on the central colored leads and wires were shorting. Seperated wires and tried to restart, nothing. No voltage on fuel pump with key on. All fuses Ohm out OK and relay looks OK. Just in case switched with relay (blower motor) and still nothing. What triggers this relay? Is there a solinioid that this activates or do the wires go directly from this relay to the fuel pump? Do codes need to be cleared? could it be a PCM problem? I did check the breaker on Pass side and its not triggered.
