under 60 degrees have to jump

99.5 7.3l, i have an egde with attitude on it and if the egt reads lover than 65 mean block is close to same temp, the truck wont start i crank for about 4 seconds at a time and can do this 3 or 4 times before both batterys have nothing left, my first guess is my starter might be going out.
any ideas or has anyone else experienced this?
