hesitation/whistle/and loss of power

Its been awhile since i have been on this site but I have recently picked up a 97 powerstroke that lately has been having some issues.

when driving the truck seems to lose power, and feel like its on a jake brake, it also makes a loud whistle like the turbo is working but not building boost. the boots and piping are fine no tears. when this happens and i hit the throttle the issue goes away and the truck responds till it stays at a steady RPM then the issue comes back. At first i thought it might be an issue with the pickup tube in the front tank but tonight it has done it on the rear tank so now Im kind of stuck on what the issue may be. There are no CEL lights.

I have a feeling it might be a wastegate issue or possible turbo. Im not sure and am at a lost right now. Hopefully you guys can point me in the right direction and solve this issue that is driving me nuts.

Sounds like the ebpv to me. Completely normal.

Im stumped. Drove the truck to work this morning. 15 miles or so. Never had an issue. It was pluged in all night so I don't know if I have a sensor issue or not. This isn't something normal. The truck ran great no issues none of what is going on now. I had a 95 that never had this issue so its something sensor or fuel related
