Fuel Filter Heater 89

I have a leak thorugh the fuel filter heater on an 89 7.3. I was replacing all o rings on the injectors and that, stopping leaks, and it has always leaked there, oozing. So I got the o ring, but the comnnector on top has a crack in it and fuel is pumping out. The dealer says I have to get a whole glow plug loom. True?. Also, should fuel come up through the heater or is it faulty? It looks like the connector is designed to hold fuel pressure. Thanks
