Need help with 95 7.3L

Name is Johnny and am the semi-proud owner of a 95 e-350 powerstroke van. I purchased the van to make into a tow vehicle for my autocross car (90 Honda civic)

Anyway a friend of a friend found this van and i went and took a look at it. It would not turn over at all when I looked at it.....bad batteries. I ended up buying the van for $700.

I put a new starter and batteries on the van, cleaned and made some connection repairs on the starter solenoid and it cranks but no start. So things I have done/checked thus far:

-Drained tank and fuel bowl and filled with fresh diesel. Fuel bowl does fill from cranking.
-Replaced CPS
- Glow plugs seem to be fine (wait to start comes on and goes off ~20 seconds later)
- Van has new fuel pump replaced by previous owner.
- Although not freezing cold I have kept it plugged in

I have never owned a diesel and have been taking some advice from some sources but really dont know where to start. The engine mechanically is fine and I am pretty positive the problem is its not getting fuel.

The van also has a new fuel pump.

Anyone have some advice or things to check. I would appreciate any help. i have read up on how the motor functions but it a lot different world then my honda. I have heard possibly the IPR is bad. Maybe no good injectors?
