99 powerstroke will not start

99 powerstroke running down the road fine starting bucking like losing fuel will not start now. Starter just runs (no wait to start light on in dash) put meter on fuel pump no voltage, put meter on fuse box under hood relay has power and clicking. Anybody have idea??? have 100k on truck

My 99 blew a fuse for the fuel heater. The wait to start light would not come on when i tried to start the truck. It seems the fuse # was 26 or 36 in the truck cab, I can't remember exactly what # though.
