TS chip install gone bad

I bought a used TS chip and tried to install it last night. I followed the directions very precise and put it all back together. And I noticed right away that I have no wait to start light. I pulled it back out again cleaned the connections and still the same thing. I finally took the chip out and still no start. I searched and keeping coming up wih the same thing bad pcm. I hope this is not the situation I really don't want to buy another pcm. I would appreciate any help you guys can be I need to get it back on the road.

1999 F250 7.3. 6 speed

Disconnect the batteries for 15 minutes and try to start it. Well, reconnect the batteries.

Check under hood fuses as well. specifically #22 I believe.

Thanks guys i just tried the batteries, fuses, and still nothing I think the PCM is fried> Thanks for everything so far I will try anything.

I did scrub it pretty good. I dont think it was to hard I could be wrong it happens every so often. Thanks

did you get the main harness a good reseat and the bolt tightened down good.
