oil filter preasure relief

OK so my oil cooler was leaking so I pulled it off last night and replaced the O rings. Seems like when I looked at the pressure relief valve it looked like it was solid, I thought it was held in by a snap ring. Anyways after cleaning everything up and pressing the tube back in I noticed that there is now an open orifice there, still a snap ring holding in an approx 1" dia. insert with a spring at the bottom but is there supposed to be a plunger or anything there. Have looked on the shop floor but cannt see anything but the shop is a mess.

Is there supposed to be something in that hole or Im I just imagining it???
