NEED HELP!!!!

I'm trying to help a friend out who is on his way back from NY and is having truck problems.

He's Got:
1999 F350 DRW 2wd 6speed

The truck loses power after running for like 45mins. He is loaded pulling a 30foot trailer with a race car in it.

If they let the truck sit for a while and starting going again it runs fine but looses power again after 45mins. Like almost no power at all. Feels like it is missing.

Now his SES light flashes faintly only when climbing a hill but goes away after that, but the light doesn't seem to be very bright. He doesn't have a code reader with him at the moment and he is 200miles away from home.

Any ideas what this could be?
Just changed fuel filter!
