White Smoke

Gentlemen,

My brother left Bremerton, Wa. last night heading for San Diego. He got pulled over today by the CHP because his truck is blowing white smoke out of the exhaust. Dad thinks his turbo siezed. Would it run with a siezed turbo? It's a Late 99 F-250 7.3l and a 6 spd tranny. He has AFE intake and the Edge tuner. Any help would be appreciated as my dad wants to go to the junkyard tomorrow to find a used turbo.

Allright guys.

Oil is leaking out of the tail pipe. The Turbo still spools up if he double clutches it. The Engine sounds good, so we're assuming it's not pushrods or something internal to the engine. There is lots of white smoke upon acceleration, but he said it cleared up around 2000 RPMs. His EGT's and Boost readings were normal. The oil is clean but it is down 2 quarts.

What could this be? Thanks guys.
