problem solved

OK I figured out what was going on. I found the harness on the side of the fuel bowl was not plugged in all the way since the truck returned from the dealer. I plugged it in and the truck started up!
I'm guessing the short at the IPR is what originally stopped it from running. The dealer diagnosed this correctly but when they put the new connector for the IPR on they shorted it which blew the fuse to the PCM.They didn't check the fuses and it led to the misdiagnoses of a bad pcm. I replaced the fuse and charged the batteries but it still wouldn't start because of the unplugged connector.
I checked that same connection numerous times before the truck went to the dealer so I know it came undone while it was worked on there.
