need truck help

early 99 7.3l 6spd.

well the last number of weeks i have been fighting wiht what seems like low cranking. it would turn over for 15 or so seconds and not start, all the while (of course) draining the battery. then after 3 or so tries at it it started at full power. like the battery wasnt drained.

then once it did start (between 25-40*) BIG puff of white/blue smoke mixed with black.

tested the batts they are A-OK, maybe the alt. and did my fuel filter today thinking that there was water in the fuel. any more info?
