Cut Seat belt Wires

Hey All, Recently bought a 99 f250 and have been getting it tuned up and cleaned up. will have Dp tuner, 4 inch exhaust and new AIS filter in by the end of the week,
So now I have found the seatbelt wires have been cut just below the latch point, there is also a connector under the drivers seat that is not plugged in to the power box for the seat. Is this connector possibly where the wires were cut from. If you follow where the wires should have run down the seat belt latch, they are gone.
Seat belt chime, chimes for about 2 minutes intermitently after first start up but no light on the dash board comes on. I guess the next step is to connect those two loose wires to the plug under the seat and see what happens.
Anyone have any other ideas???
