ICP IPR?

Start truck up idles rough rpms fluctuate no cel, clears up after given throttle, driving home get to my road and it starts loping real bad, shut truck off unplug icp sensor start truck up rpms are at like 500 idles a little better then smoothes out any ideas?

Well when I'm in the throttle it stops bucking shaking the whole truck unplugged the icp threw cell and had no throttle if I give it 1/4 throttle it bucks and shakes the truck but clears up the more throttle you give it

Hey guys new to the site I have a 1999 f250 7.3 6speed with 4" exhaust and a k&n intake just bought the truck and I put a edge evo II in it the truck lopes when returning to idle could this be the ICP
