95-97 7.3 Shortblocks the same as E99?

Are the early powerstroke shortblocks the same as my early 99? Just curious because I purchased a high mileage truck and am planning to build another engine and start fairly heavy modding.

94.5- 97 are the same short block as the 99-03..it's the bolt on parts that are different...

I thought they had differences in webbing, maybe other things too??
