Loping? Surging?

It is in the low teens here today and the truck has started up just fine, even when not plugged in. When I drive it after a short warmup it does not hold rpm very well. Feels like I am jockeying the throttle. Does not do it at idle, just trying to maintain 35mph it surges up and down about 100rpm.
After a long highway run to full operating temps, it is less noticeable.


The truck has 50K, Banks intercooler and a Banks 6 Gun, but it does it on any of the settings. AIS intake and stock exhaust.

Fresh oil? More than likely just cause the oil is cold. That's why mine does it.

Well, the oil is fresh, less than 500 miles, but I switched from Motorcraft to Fleetguard? I think. anyway it is blue So that may make a difference.

Mine just did this today and wouldnt stop doing it until I drove on the freeway for 3-5 miles then it was fine... Wtf?

EBPV might be closed. I think it's when it's under 2000 RPMs it'll stay closed until it's warm. Then above 2000 it opens.
