Another thing it could be though is the ABS control.
The OP did specify an E-350, which DOES use a vacuum type booster fed by an engine driven vacuum pump, unlike F-Series trucks or E-450.

The vacuum pump is bad. I've replaced 4 of them over the past 5 years. Can only get about 150,000 miles out of one.

I know for sure that all the 7.3l vans had vacuum boosted brakes. Although I do have an E450 (2004 6.0l) with hydraboost. I don't know if it was an option on the E450, or what, but I have heard that some other 6.0l vans don't have hydraboost. For the longest time I thought they did away with vacuum brakes when they switched to 6.0l.

Those vacuum pumps don't last too long. I have replaced 5 in the past year. 2 on the same truck.
