E350 wont run. 7.3L Diesel

Half hour after filling truck with fuel, truck suddenly lost all power and acted as if it was not getting any diesel. I was able to drive it home but it struggled to get any speed. Once I got up over about 35 mph the truck ran better. Since then the truck has been parked and wont start (over a year). I took the sending unit out of the tank thinking it was bad fuel and put the sending unit in a bucket of clean fuel. Still not running. When the truck does start it sounds like the exhaust is restricted. I have been manually moving the exhaust valve thinking that it is bad but it still wont start. Pulled off the SBP sensor and ran a wire down tube (as far as I could), still no change. can anyone suggest anything or should I just sell it as is, not running...

check your fuel filter, or replace it. the first sensor i would suspect would be the cps
