Spring loaded piece inside of filter housing

Had my oil changed on my 04' 6.0 e350 today. The filter didn't fit and would not push up that spring loaded piece on the bottom. It was the same filter number but different make. The guy didn't put the little plastic piece in the filter to activate the spring to collapse it to make the filter fit. He stuck a screw driver up there and broke off the little round piece with the inch long spring attached. It then compressed enough to put the filter in. They are going to replace it if necessary. Is that piece necessary is my question.
