chip variations ??

I have a 1995 E350 that was an ambulance. The tag in the door says something about ambulance on it. What I would like to know is, did Ford put a "hotter" chip in this thing just for get-up and go? It seems pretty quick, though it is my first 7.3. It has only 37,000 miles on it and doesn't get very good mileage. I eventually might want the power it has but right now would like to get some better mileage out of it.
What kind of programer would be good for this thing and what kind of cost would be involved for installation?
