Spare hoist srw/drw

Well-converted our 01 srw to drw-went to mount dually spare and hoist bottoms out before tire makes contact, with mount flange up. Tried with mount flange down, but draggin it on the ground didnt seem right plus whell wont balance going up.
Does any one know if thers a diffence between factory srw spare assy and drw?
Mark
