Dually towing mirror question (1999)

I have purchased a 1999 dually for towing duty that is near as I can tell, bone stock. The mirror on the passenger side extends like a normal towing mirror (it has graduations on the support for locating the mirror) so no problem with that one. However, the driver's side mirror doesn't appear to extend at all, there are no marks on the support as I can tell, there is some corrosion on the bottom support where the black coating has come off so I'm not really sure if there were marks there or not. In any case, I have pulled on it and it appears to be fixed.

I installed a pair of factory towing mirrors on my van and both sides extend so I was surprised to find that one mirror didn't extend on the dually. I don't have any experience with any other truck so I'm wondering if this is normal for factory dually towing mirrors.

My buddy had a bone stock late 99 and neither one of his mirrors would extend out. On my 2000 both mirrors would extend and the bottom part of the mirror was adjustable which his would not do either.

They were tricky when it came to extending and not. My stock ones didn't at all and the lower mirror didn't move. I had to have the drive replaced. Looked exactly the same (no tick marks or anything) but it extends and the lower mirror moves. So it just depends.
