E99- is it hubs or bearings?

I have an early 99 truck. I left a gas station today, no issues prior to this at all. felt a bumping under my left foot, and felt like the truck had a caliper locking up. after inspection, caliper is fine. the front rotor assembly will not turn smoothly. its jerky and sounds horrible. I can lock the hubs in and it still makes the noise. does my truck have wheel bearings under the hub/rotor assembly? or is my hub shot?

I had a race start moving on my 1996 F-350. Now I am having a heck of a time finding them. Anyone know where I can get one? Is your problem the locking hub or the part it rides in/wheel bolts to?
