4wd popping sound

ever since I've had the truck (about 2 years) the SOTF hasn't been working. not a big deal to me because ild just get out and manually lock them. last night i drove quite a bit and didn't notice any noise or anything unusual. i go to drive to the store this morning and notice a popping almost clicking noise coming from the front drivers side tire. almost sounds like the tire lugs are rubbing. i thought it was a cable or something rubbing so i made sure they were all in place which they were. i looked behind the tire and where the axle meets the hub and a rubber ring and come off and was hanging on the axle. i thought that could be snagging and making the noise and it looked pretty wore out and chaffed so i decided to snip it off. long story short its still making the noise. I've always wanted to get the hubs fixed so i guess this is the time to do it. i can't fix it myself now (the apartment have a don't have fun policy, among a lot of other things you can't work on cars) i just don't want to get screwed if i take it somewhere. i don't have a mechanic i trust yet out here. i need to have the truck going by friday so i can get my old lady down to the airport. so what are your thoughts? could it be the u-joint or is has the hub just gone bad?
