Steering box problem, help!

02' F-350 7.3 CC/4x4

At a dead stop i can not turn from left to right!!! When driving its fine.

I took it to the dealership and they told me my power steering pump was ok, and that the lines were not leaking but that my gear box had a leak, Is that possible? (they want $1100 to fix) Anyway i was wondering it could be welded or fixed some other way.

Thanks for your time
